  1. INTRODUCTION

1.1   BACKGROUND OF STUDY

The Nigeria Police is one of the most fundamental government bodies endowed with the rights and responsibilities of protecting the people and maintaining peace and order. The rights and responsibilities of the police are the duties aligned with the state’s primary responsibilities of guaranteeing peace, safety, and security of the people in the society. Reiner (2003) states that police are special carriers of state’s bedrock power, and are the agents with authority for legitimate use of force for maintaining public and private goods and services.

In this regard, the police defend the character of the state as a capable political organization, protecting and preserving the interests of the entire society. When police abandon their legitimate endowment, the society is vulnerable to insecurity, crimes, brutality and various vices. In the face of ever increasing acts of lawlessness, social disorder, crime, political assassinations, village rivalry and hatred, police is involved in collection of bribes and private gifts. This situation depicts the police to „negative image‟ and „negative sanctions‟, especially in Nigeria, where police’s image is an open scandal of corruption.

Police corruption involves exploitation of their public position, resources, and power to suppress individuals in order to bargain for bribes (Amuwo 2005 & Obayelu 2007). Ogundiya (2009) states that “police corruption is a betrayal of public trust” (p.5). This behavior involves the misuse of public power, a deviation from acceptable norms, and unauthorized use of public resources for private gain. The problem is that, when the police are involved in this type of criminal behavior [i.e. corruption],

it undermines effective policing as professional work and creates obstacles to effective policing. The inevitable aftermath [implication] is that, a criminal cannot police another criminal, otherwise, the system becomes weakened, the society becomes vulnerable to various vices and criminal culture becomes liberalized. This situation provoked the Inspector General of Police, Mohammed Abubakar to remove “road-blocks from the nation’s highways” (Uma & Eboh 2013, p.62).Olusoga (2001) states that dishonest behavior in professional engagement depicts policing to fraud, bribery, abuse of office, robbery and other immoral practices. Therefore, the Nigeria Police

The increasing level of crime and corruption made the responsibilities of the Police more complex and it is therefore most unfortunate that the public associate this laudable institution with the problem (Coomasie,2009). The police have become a whipping horse for all and sundry the public and the government alike. Osayande (2001) postulated that, in Nigeria, the Police have been maligned, battered and dismembered.

The Police have been polluted to such an extent that the force requires a complete surgical operation and dialysis. The Police cannot carry out their functions properly due to the shortage of manpower, mobility in the performance of their duties and communication facilities. There is a problem in which the society that the Police are serving has different perceptions about the duties of the Police officers.

All these factors and many others put together seriously undermine the effectiveness and efficiency of the Police officers in discharging their duties. Oluyinini (2005) averred that what is even more worrisome is that, rather than evoke confidence and hope in the public, the appearance of policemen often conjures up a depressing picture of fear and mistrust.

1.2   STATEMENT OF THE PROBLEM

The Nigeria Police is saddled with the responsibility of maintenance of law and order. It also protects, prevents and investigates criminal activities. In the discharge of these duties, the

force has over the years failed. This is by virtue of certain inherent problems and challenges that has militated the force in its application of its powers as have been statutorily provided. Some of these problems could be the abuse of human rights, collection of bribes, corruption in the force, flagrant shooting of suspects and fellow policemen, illiteracy and incompetence of certain police officers to the mounting of illegal road blocks. Finally, several researches have been carried out on the role of Nigeria police force in the administration of justice: issues and challenges, but not even a single research has been carried out on perceived challenges faced by the Nigerian police force in crime management in Nigeria.

1.3   AIMS AND OBJECTIVES OF STUDY

        The main aim of the study is to perceive the challenges faced by the Nigerian police force in crime management. Other specific objectives of the study include;

  1. to determine the factors affecting the Nigerian police force and its effect in the management of crime.
  2. to determine the extent to which the challenges faced by the Nigerian police force affects crime management in Nigeria.
  3. to determine the influence of challenges faced by the Nigerian police force on crime management.
  4. to proffer possible solutions to the problems.
    1. RESEARCH QUESTIONS

1.     to determine the factors affecting the Nigerian police force and its effect in the management of crime.

2.     to determine the extent to which the challenges faced by the Nigerian police force affects crime management in Nigeria.

3.     to determine the influence of challenges faced by the Nigerian police force on crime management.

4.     to proffer possible solutions to the problems.

1.5   STATEMENT OF RESEARCH HYPOTHESIS

H0:   the challenges faced by the Nigeria police force in the management of crime are low. 

H1:      the challenges faced by the Nigeria police force in the management of crime are high.

1.6   SIGNIFICANCE OF STUDY

        The study on the perceived challenges faced by the Nigerian police force in crime management will be of immense benefit to the entire Nigeria in the sense that the police and those engaged in the administration of justice, law enforcement agencies and the court. It will also provide relevant suggestions on how best to curb the increase of crimes, the study will also enable the government to take the challenges the Nigerian police faces seriously and look out for ways in which it can be tackled so as to improve the their performance in crime management. Finally, the study will contribute to the body of existing literature and knowledge to this field of study and basis for further research.

1.7   SCOPE OF STUDY

        The study on the perceived challenges faced by the Nigerian police force in crime management is limited to Nigeria.

1.8   LIMITATION OF STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.9   DEFINITION OF TERMS

Perceived               Become aware or conscious of (something); come to realize or understand.

Challenges      A difficult task or Problems.
 

Nigerian Police Force     The Nigeria Police Force is the principal law enforcement agency in Nigeria with staff strength of about 371,800.

Crime      An action or omission which constitutes an offence and is punishable by law.

Management   The process of dealing with or controlling things or people.
