CHAPTER ONE

INTRODUCTION

  1. Background to the Study

Historically, the idea of the secular state began in Europe and dominated European political thought in the eleventh and twelfth centuries (Harmon 1964). During this time there were disputes between the church and the European states arising from the claims and counter claims by the priests that the church was superior in both temporal and spiritual matters (Thompson 1966, p. 35). The only solution to resolve the dispute came when church and state agreed to demarcate their spheres of interests. By mutual consent, the authority of the church over the citizens was confined to spiritual matters while authority over all temporal matters was vested in the state. From then on religion, which had been the basis of priestly power and prestige, was no longer allowed to dominate the civic life of the state (Davies 1993). In essence, therefore, the qualified nature of the secular state, as well as the Christian origins of the contemporary Western political system, are not in doubt as the theoretical and prescriptive tilt has been towards separating state and religion (Agbaje 1990). The argument has been that: the cornerstone on which the separation of church and state rests… is the belief that religion cannot be equated with a particular religion without threatening their mutual destruction. Each has its own imperatives.

 

A deep constitutional commitment to religion is sometimes said to be potentially incompatible with the pursuit of human rights, especially if the constitution proclaims that human rights are to be limited by overriding religious commitments. There may be tensions between religious establishment and the civil rights of people of different faiths or of no faith. This is especially true if citizens not belonging to the established religion are excluded from certain public offices, are subject to discriminatory rules or are assigned a lower social status. Religious establishment may limit free speech or other fundamental rights on grounds such as blasphemy. In Pakistan, for example, Islamic clauses have been used to justify such actions (Lau 2006), resulting in people being imprisoned for making innocuous statements. One way of mitigating this is to have a strong freedom-of-expression clause that specifically forbids restrictions on freedom of expression on the grounds of apostasy, blasphemy or heresy.

 

  1. Statement of the Problem

 

The relationship between religion and the state has been strongly contested in the history of Christianity, and, even within Protestant Christianity, different communities have taken different views on this issue. Those emerging from the Radical Reformation (e.g. Baptists, Quakers, Unitarians) have often made the separation of religion from the state—based on the idea of the church as a ‘gathered society’—an important part of their religious identity (Balmer 2006). Calvinists and Presbyterians have vigorously defended the autonomy and institutional separation of the church from the state but regard church and state as having a shared responsibility for creating a ‘godly society’. This means that the church cannot stand aloof from political decisions that, in its view, affect a broad range of ethical, social and economic questions (Storrar 1990). Lutherans and Anglicans have often been comfortable with an ‘established’ status: the church may be treated as a public institution under the direct legislative control of the state, and church leaders may even be appointed by the state. The adherents of each of these groups are likely to have divergent preferences on the constitutional establishment or recognition of religion.

It is in the light of the above, that this study intends to find out the level of compliance of religion at Kosofe L.G.A, to examine whether political factor could impede religion, to examine whether ignorant and proper orientation could hinder religious compliance and also to find out measures at which religious compliance is attainable.

 

  1. Research Questions   

The research questions to be address in this study are as follows:

  1. What is the level of compliance of religious centres at Kosofe L.G.A?
  2. Does political factor a barrier to religious compliance?
  3. Does ignorant and lack of proper orientation hinders religious compliance?
  4. What measures could be adopted to ensure total compliance of religious centre at Kosofe L.G.A?

 

  1. Research Objectives

From the research problem and questions, the following are the research objectives to the study:

  1. to evaluate the compliance level of religious centres at Kosofe L.G.A
  2. to know whether political factor is a barrier to compliance of religion at Kosofe L.G.A
  3. to find out whether ignorant or lack of proper orientation impedes compliance level of religion at Kosofe L.G.A
  4. to profer possible measures to the total compliance level of religious centres at Kosofe L.G.A

From the research questions and objectives the following hypotheses is formulated:

  1. Significance of the Study

This study is of great significance as it brings to the lime light the compliance level of religious centres at Kosofe Local Government Area. It exposes the internal and external factors that influence the level of compliance of religious centres not only at Kosofe Local Government Area, but Nigeria and the world at large. Consequently, it will draw government attention to develop good policies that will ensure total compliance of religion.
 

  1. Limitation of Study

This study is concentrated and focused on the Kosofe Local Government Area.
