CHAPTER ONE

INTRODUCTION

1.1          BACKGROUND OF THE STUDY

This study focuses on governance and the state of good governance in Nigeria. The question is: What is good governance? Does good governance exist in Nigeria? Is good governance elusive in Nigeria? How can we explain the level or the extent to which good governance exists in Nigeria? Has the establishment of multiparty democracy instilled good governance? The dependent variable is good governance.

This study explains good governance in Nigeria. It is based on several variables from Afrobarometer as both dependent and independent variables to analyze the extent and what explains good governance in Nigeria. The dependent variable is the state of good governance, and the independent variables are Corruption, citizens' trust in government, level of development, tribalism, and insecurity.

Citizens are often excited by the thrill of regime change because it promises democratization accompanied by better living conditions, more political opportunities, and renewed form of governance. But, over time, their optimism and enthusiasm wane as political institutions and the regime fail to keep up to their promises.

Nigeria, as a democratic country, will hopefully continue to explore its political leadership position in Africa to emphasize its maturity as a democratic nation. Candidates are not assessed based on standard indices of antecedents and pedigree, but parochial considerations usually play a part in who wins elections in Nigeria. Electorates receive bribes in the form of gifts that, in the future, mar their political destiny and those of their children. Even military regimes in the country have unfortunately fared the same way. One is in a dilemma as to whether leadership failure is typically a Nigerian problem.

The Nigerian state has been struggling to achieve democratic consolidation, good governance, and development. Unfortunately, the country's leaders have failed to prioritize serving the people and instead engaged in self-serving, exploitative, and unscrupulous actions. This has hindered the progress towards deepening democracy, institutionalizing good governance, and promoting development in the country. (Linus, U.O, 2017, pg. 25).

This study is divided into chapters; the first chapter is the introductory chapter that unveils the topic in discussion, with the research problem and questions. Moving to the second chapter is the conceptual framework, the definition of the terms and the review of the literature. Chapter three is the methodology chapter alongside the research design. Data gathering, interpretation, and analysis and lastly, a summary of findings, conclusions, and recommendations.

1.2          STATEMENT OF THE PROBLEM

Democracy comes with the promises of good governance directed toward human and socioeconomic development. Under democratic governance,  The people of Nigeria have certain expectations from their government, such as consistent electricity, quality healthcare, job opportunities for young people, less poverty, access to good education, better infrastructure, the safety of citizens and their property, and overall improvement in their well-being L.U.ODO  (2017,pg7). He argued that despite nearly 25 years of uninterrupted democracy in the country, the results have been mixed. There has been widespread hardship, increased poverty, and squalor, along with pockets of wealth. Additionally, there has been unprecedented insecurity, preventable and rampant killings of innocent people, and corruption.

Generally, there are variations in people´s perception of good governance in Nigeria due to failed promises made by political leaders during campaigns. Interestingly, Nigerians have been subjected to different forms of exploitation and misrule from the military regime to the present-day democracy. The backslide of democracy and good governance in Nigeria results from poor political leadership choices due to the high corruption and tribalism that has swallowed the political institutions (government) and encouraged inequality in the country's development. As leaders fail to fulfill all their promises to the people regime after regime, citizens´ trust in the government will be affected due to a lack of accountability. 

Therefore, until the political leaders or government takes full responsibility for its people's economic and social well-being, democracy and good governance in the country may remain only an illusion.

1.3 RESEARCH QUESTIONS

The research questions are:

1.            What is the state of good governance in Nigeria?

Is good governance in Nigeria a Myth or Reality?

2.            What factors explain good governance as perceived by the citizens?

How do the citizens feel about the country's situation in terms of the well-being of the people?

3.            What is the level of transparency and accountability in the Nigerian political system?

Is the government transparent and accountable to be trusted?

4.            What are the effects of corruption and tribal politics on good governance?

Has corruption and tribalism encouraged underdevelopment and inequality in the country?

5.            What are the implications of poor political leadership?

Does character, skills, and leadership style affect good governance?

1.4 SIGNIFICANCE OF THE STUDY

The study will ascertain whether good governance in Nigeria is a myth or a reality.

To Nigerian society, the study will show the need for human rights promotion, political accountability, transparency, and demand for good governance.

To other researchers and students, the study will serve as a source of materials and information on the myths and realities of good governance in Nigeria. And contribute to the body of the existing literature on good governance in Nigeria.

Finally, the study will fulfill the requirement to acquire a master's degree in public administration at the University of Bergen.

1.5 SCOPE OF THE STUDY

The study covers the myth and reality of good governance in Nigeria. But will also concentrate on the present administration for analysis
