CHAPTER ONE

1.0 INTRODUCTION

1.1 BACKGROUND OF STUDY

The activities of information communication technology (ICT) have increase overtime in the Nigeria port authorities in the areas of international trade and economic development of Nigeria (Okon, 2010).

According to (Ogunsiji & Ogunsiji, 2010, UNCTAD, 2008) stated that in today’s global commerce, seaports or maritime transport play an important role of being many nations’ major gateway for international trade and are a good instrument for measuring the economic health of a nation.

The ports have considerable influence on the volume and conditions of trade as well as the capacity for economic development of nations still developing. In Nigeria, greater percentage of international trade is routed through the sea, and given its huge population; it is believed that the Nigerian economy may account for about 70% of all seaborne trade in the West African sub-region (Fivestar Logistics, 2008). Hence, the country’s ports are increasingly challenged to meet the pressure mounted from movement of ships and cargo in and out of the ports.

The Nigerian Ports Authority established as an autonomous public corporation with the enactment of the Ports Act of 1954, assumed responsibility as a regulator and an operator entirely owned by the federal government (Mohammed, 2008). The Technical Committee for Privatization and Commercialization (TCPC) was established in 1988 as a result of the need among others for a private sector driven port, and was charged with the responsibility of transforming NPA into a commercial organization. The commercialization processes in the Nigeria port service industries led to high rate crime and other fraudulent activities in the Nigeria port authority. Hence there is need for advance implementation of ICT to help curb fraud and other irregularities in the Nigeria port service industries (Ndikom, 2010).

According to (sheikh A.w, and Mohammad, 2009) stated that the crime rate in the Nigeria port authorities have reduced since the inception of information communication technology (ICT) in most of the Nigeria port authorities. The study in this regards wishes to carry out an analysis of ICT application in port service industries in Nigeria.

1.2 STATEMENT OF RESEARCH PROBLEM

The Nigeria port services industries have contributed significantly to the economic development of Nigeria however there have being some limitation to their contribution. The major limitation is the ability of the port authorities to curb the issue of fraud and financial irregularities in the commercialization of port service industries in Nigeria. Secondly there have been other research on the application of information communication technology but not even a single study has been carried out on the analysis of ICT application in port service industries.

1.3 AIMS AND OBJECTIVES OF STUDY

The main aim of the research work is to carry out an analysis of ICT application in port service industries in Nigeria. Other specific objectives of the study include:

  1. To determine the effect of the use of ICT in the efficiency of the Nigeria port service industries
  2. To investigate on the factors affecting the application of ICT in the port service industries
  3. To examine the role of ICT in port service management in Nigeria
  4. To proffer solution to the above stated problems

1.4 RESEARCH QUESTION

The study came up with research questions so to be able to ascertain the above stated objectives of the study. The research questions for the study are stated below as follows:

  1. What is the effect of the use of ICT in the efficiency of the Nigeria port service industries?
  2. What are the factors affecting the application of ICT in the port service industries?
  3. What are the roles of ICT in port service management in Nigeria?

1.5 STATEMENT OF RESEARCH HYPOTHESIS

H0: ICT application does not influence to efficiency of the port service industries in Nigeria

H1: ICT application influences to efficiency of the port service industries in Nigeria

1.6 SIGNIFICANCE OF STUDY

The study on the analysis of ICT application in port service industries will be of immense benefit to entire port authorities in Nigeria, the federal government, the state government and other countries that are involve in international trade with Nigeria as the study will discuss the effect of ICT application on the growth of the port service industries in Nigeria. The study will also be of great assistance to other researchers that wishes to carry out a similar research on the above topic as the study will contribute to the body of the existing literature on ICT application in port service industries.

1.7 SCOPE OF STUDY

The study on an analysis of ICT application in port service industries will cover the effect of ICT application on the growth of the port service industries in Nigeria and the factors affecting the application of ICT in the port service industries.

1.8 LIMITATION OF STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work

1.9 DEFINITION OF TERMS

ICT: Information and Communications Technology (ICT) is an extended term for information technology (IT) which stresses the role of unified communications and the integration of telecommunications (telephone lines and wireless signals), computers as well as necessary enterprise software, middleware, storage, and audio-visual systems, which enable users to access, store, transmit, and manipulate information
