INTRODUCTION

1.1   BACKGROUND OF THE STUDY

Social transformation implies a fundamental change in society, which can be contrasted with social change viewed as gradual or incremental changes over a period of time. Social change has been the subject of a good part of sociology from Ibn Khaldun of the fourteenth century to Immanuel Wallerstein in the twenty-first century.

Sociology of development is a field of study in sociology that primarily deals with issues of development and change in what is euphemistically called the global South, or in the past as developing countries. Studies of social transformation encompass a wide range of institutional and cultural changes in society throughout history. The modalities, causes and consequences of social change have been contemplated by philosophers and sages from time immemorial.

The word transformation denotes complete change of something such as to it form, appearance and character Goodman, D. (2004). In relation to the transformation initiative undertaken by the Malaysian government, the term connotes the rapid and fundamental changes to be pursued by the government to achieve certain goals within the framework of vision 2020.

 The transformation began with addressing priority issues as defined under National Key Result Areas (NKRAs) and (Ministerial Key Result Areas (MKRAs) and then proceed with the drive to achieve high income nation and finally achieving the vision 2020 of high level of prosperity and better public services (Malaysia, 2010).

Although the terms rural transformation or rural change are widely used in rural development literatures, but the phrase "rural transformations development" as proposed by the conference organizer for the title of this key note paper is something new.

Programmes from the context of development are a set of planned actions to meet certain or specific objectives. Godly Otto and Wilfred Ukpere (2014) submits that a programme is an outline or a collection of planned activities that will lead to a specific goal. In other words, programmes are details of projects and the execution timeline. With the objective of improving the conditions of the rural poor either in the area of health care provision or educational services or provision of potable water or increased rural GDP based. There is need to design projects, analyze its implementation, financing and specify the timeframe in a very robust programme. Programme could be in phases of several projects complementing one another.

In the Mid 70’s the empirical observation on rural development was overwhelmingly emphasized for many years. The need to raise the output and income of small poor farmers. This was conceptualized in 1988 when World Bank stated that 70% of the world poor are living in rural areas. Ellis, F. (2000) opines that rural development is an organized principle for anti-poverty policies in rural areas in low-income countries.

1.2   STATEMENT OF THE PROBLEMS

It is important to note that, most of these factors are occasioned by the fact that the planning processes at the beginning had been compromised. In this end, most people that are often commission to plan and present a proposal are in most cases the relatives of politicians, friends of elites, political loyalists and a host of others. These are the people who have no expertise on the projects nor know nothing next to the concept of rural development. Finally, several research has been carried out on the rural transformation   and late developing countries   in a globalizing world but not even a single research has been carried out on a history development and transformation of Dekina local government of Kogi state.

1.3   AIMS AND OBJECTIVES

        The main aim of the study is to examine history development and transformation. Other specific objectives of the study include;

  1. to determine the factors affecting the development and transformation of Dekina local government area of Kogi state.
  2. to determine the effect of development and transformation in Dekina local government area of Kogi state.
  3. to determine the extent to which development and transformation affects Dekina local government area of Kogi state.
  4. to proffer possible solutions to the problems.

1.4   RESEARCH QUESTIONS

  1. What are the factors affecting the development and transformation of Dekina local government area of Kogi state?
  2. What is the effect of development and transformation in Dekina local government area of Kogi state?
  3. What is the extent to which development and transformation affects Dekina local government area of Kogi state?
  4. What are the possible solutions to the problems?

1.5   SIGNIFICANCE OF THE STUDY

        The study on a history development and transformation will be of immense benefit to the entire Dekina local government area of Kogi state in the sense that it will enable the government to entrust the project that will bring about an area’s development into a trusted hand and also monitor each step taken for the accomplishment of such project. It will also help them to fully support the development of the local government area. Finally, the study will contribute to the body of existing literature and knowledge to this field of study and basis for further research.

1.6   SCOPE OF THE STUDY

        The study will cover on the history development and transformation in Dekina local government area of Kogi state from 1969-2015 .

1.7   LIMITATION OF THE STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.8   DEFINITION OF TERMS

History    History is the past as it is described in written documents, and the study thereof.

Development  The process of developing or being developed.

Transformation      A marked change in form, nature, or appearance.
