CHAPTER ONE

  1. INTRODUCTION

1.1   BACKGROUND OF STUDY

Politics and media are interwoven and critical to sustainable democracy because both involve the people, process of communication, utilization of resources and decision making. Kolade and Yankah, (1997), submitted that “politics and broadcast media are mutually beneficial because people must communicate with one another and the sovereign power of the people is not negotiable within the context of party politics and the broadcast media”.

Omu and Oboh (2008) also noted that broadcast media play significant role in the conduct of politics in any country, (p. 10), Hence, Ogor (2002) posited that in a democratic society broadcasting is the “Oxygen of Democracy” (p. 74). It breathes life into political activities, makes government accountable to the people and an avenue for feedback on government policies, programmes and initiatives.

Against this background,  Ogor (2002) stated “it is the responsibility of the broadcast media to help increase the level of general awareness and mobilisation of the populace and even  as an active participant in the shaping of democratic values through education and public enlightenment”, (p.86).

These new technologies make the existence of widespread cultural goods more evident. The first readings of the phenomenon emphasized the unlimited effects of the media on its audience.

According to this approach, the audience, taken over by the media, was seen as atoms of individuals clustered in a uniform mass and, when exposed to cultural goods, reacted the same way, as in a causal relation between exposition and action (Santos, 1992:18).

Thus, the behavioral reactions of the mass audience were also a reflection of its exposition to the media. For these theories, the media had clear intentions of mobilizing attitudes and behaviors and, the audience, passive and unprotected responded as an organism responds to the inoculation of a potion that is directly injected into the vein, an “emblematic formulation of the hypodermic theory (see Santos, 1992).

Similar to these concepts, the notion of unlimited effects was spread with great prestigeby the Frankfurt critical approach, which became an important, if not the most important current of thought at the beginning of the last century. In the heart of this current was also the understanding of the powerful impositions of the media that suppressed the audience responses. The development of the Frankfurt intellectual work was centered in the performance of the cultural industry that challenged the audience, forcing them to accept a culture of action and thought.

1.2   STATEMENT OF THE PROBLEM

        Broadcast media has led to an exponential increase in the number of radio and television stations from both the government and the private investors across Nigeria. Most of the media are government owned while some private and so anyone in influence the method and manner to which things are done, in his or her station, the personal content of the owner is what is being broadcasted whether it’s the truth or not and not what the viewers wants to hear. Finally, several researches has been carried out on the political interference and regulatory role of the national broadcasting commission in Nigeria but not even a single research has been carried out on the viewers perception of government influence on OSRC programming content.

1.3   AIMS AND OBJECTIVES OF STUDY

        The main aim of the study is to examine viewers’ perception of government influence on OSRC programming content. Other specific objectives of the study include;

  1. to determine the factors affecting viewers perception of government influence on OSRC programming content.
  2. to determine the extent to which viewers perception of government influence affects OSRC programming content.
  3. to determine the influence of government activities on OSRC programming content.
  4. to proffer possible solutions to the problems.

1.4   RESEARCH QUESTIONS               

  1. What are the factors affecting viewers perception of government influence on OSRC programming content?
  2. What is the extent to which viewers’ perception of government influence affects OSRC programming content?
  3. What is the influence of government activities on OSRC programming content?
  4. to proffer possible solutions to the problems.

1.5   STATEMENT OF RESEARCH HYPOTHESIS

H0:   there is no variation in viewers’ perception of government influence on OSRC programming content.  

H1:      there is variation in viewers’ perception of government influence on OSRC programming content.    

1.6   SIGNIFICANCE OF STUDY

        The study on viewers’ perception of government influence on OSRC programming content will be of immense benefit especially to broadcast media organizations and journalists as it will help them understand and how the public view the content of the news that they present to them. The study will also provide the needed force to boost professional standards in the practice of journalism in Nigeria at large. Finally, the study will contribute to the body of existing literature and knowledge to this field of study and basis for further research.

1.7   SCOPE OF STUDY

        The study on viewers’ perception of government influence is limited to OSRC programming content.

1.8   LIMITATION OF STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.9   DEFINITION OF TERMS

Viewer:    A person who looks at or inspects something, a device for looking at film transparencies or similar photographic images.

Perception:     The ability to see, hears, or become aware of something through the senses.

Government:        A government is the system or group of people governing an organized community, often a state.
