INTRODUCTION

1.1   BACKGROUND OF THE STUDY

A sustainable economy is the dream of all political leaders, economists, managers and mainly all human beings, in general, if the country's economy is stable, there will be growth. However, this dream has remained unachievable in Nigeria due to the numerous challenges of political instability, corruption and unstable economy in the country.

A look at the leadership of Nigeria shows a repetition of leaders and a continuous recycle from the time of military rule to date; this has exposed Nigeria to corruption at all levels leaving the country's economy unstable. This paper tries to look at how Nigeria can achieve a sustainable economy by prioritizing her strategic objectives with regards to the acceptable stakeholders.

Indeed, the quest for sustainability management is not working out because of the latest trending issues of the explosion of the Nigerian population from 139 million in the year 2005 to a whopping 189 m in 2016.

On a critical look at these population figures, one would ask the question; what has the government and people of Nigeria done to sustain the country's economy to handle or deal with the explosion in the country's population.

It has led to growing environmental concerns ranging from the global problem of ozone layer depletion due to the greenhouse effect (Dragulanescu and Dragulanescu, 2016). These unstable environment, has also led to drastic changes in the weather and deforestation, which is a bitter situation in the agricultural sector.

Formulation of the traditional approach to the role of agriculture in economic development regarding the contributions the agricultural sector can make or the functions, it can perform during the process of economic development (Suberu et al., 2015).

Sustainable Development (SD) has become a ubiquitous development paradigm—the catchphrase for international aid agencies, the jargon of development planners, the theme of conferences and academic papers, as well as the slogan of development and environmental activists (Ukaga, Maser, & Reichenbach, 2011).

The concept seems to have attracted the broad-based attention that other development concept lack(ed), and appears poised to remain the pervasive development paradigm for a long time (Scopelliti et al., 2018; Shepherd et al., 2016).

However, notwithstanding its pervasiveness and popularity, murmurs of disenchantment about the concept are rife as people continue to ask questions about its meaning or definition and what it entails as well as implies for development theory and practice, without clear answers forthcoming (Montaldo, 2013; Shahzalal & Hassan, 2019; Tolba, 1984).

SD therefore stands the risk of becoming a cliché like appropriate technology—a fashionable and rhetoric phrase—to which everyone pays homage but nobody seems to define with precision and exactitude (Mensah & Enu-Kwesi, 2018; Tolba, 1984).

In the attempt to move beyond the sustainability rhetoric and pursue a more meaningful agenda for sustainable development, a clear definition of this concept and explanation of its key dimensions are needed (Gray, 2010; Mensah & Enu-Kwesi, 2018).

This need, according to Gray (2010), as cited in Giovannoni and Fabietti (2014), has been advocated by both academics and practitioners in order to promote sustainable development.

While it cannot be disputed that literature on SD abounds, issues regarding the concept’s definition, history, pillars, principles and the implications of these for human development, remain unclear to many people.

Thus, the profusion of literature notwithstanding, further clarification of the unclear issues about SD is imperative since decision-makers need not only better data and information on the linkages among the principles and pillars of SD, but also enhanced understanding of such linkages and their implication for action in the interest of human development (Abubakar, 2017; Hylton, 2019).

Succinctly put, a concise and coherent discourse on SD is needed to further illuminate the pathway and trajectory to sustainable development in order to encourage citizenship rather than spectatorship. 

1.2   STATEMENT OF THE PROBLEMS

Sustainability is a continuous goal in which we need to keep achieving in Nigeria considering the daily challenges that could be encountered in the day-to-day operations might be lack of funding by the government, lack of motivation as well as creation of awareness. Finally, several research has been carried out on sustainable development in Nigeria but not even a single research has been carried out on an assessment of sustainable development goals (SDGS) in Offot ward 6 and Ikono ward 10 from 2016-2019.

1.3   AIMS AND OBJECTIVES

        The main aim of the study is to assess the sustainable development goals in both urban and rural wards. Other specific objectives of the study include;

  1. to determine the effect of sustainable development goals in Offot ward 6 and Ikono ward 10.
  2. to determine the factors affecting sustainable development in Offot ward 6 and Ikono ward 10.
  3. to determine the extent to which sustainable development affects the citizens of Offot ward 6 and Ikono ward 10.
  4. to proffer possible solutions to the problems.

1.4   RESEARCH QUESTIONS

  1. What is the effect of sustainable development goals in Offot ward 6 and Ikono ward 10?
  2. What are the factors affecting sustainable development in Offot ward 6 and Ikono ward 10?
  3. What is the extent to which sustainable development affects the citizens of Offot ward 6 and Ikono ward 10?
  4. What are the possible solutions to the problems?

1.5   STATEMENT OF RESEARCH HYPOTHESIS

HO:   sustainable development goals have no significant effect on Offot ward 6 and Ikono ward 10.

HI:    sustainable development goals have significant effect on Offot ward 6 and Ikono ward 10.

1.6   SIGNIFICANCE OF THE STUDY

        The study on an assessment of sustainable development goals will be of immense benefit to the entire Nigeria in the sense that it will enable the government to achieve a balance among environmental, economic and social sustainability. Finally, the study will contribute to the body of existing literature and knowledge to this field of study and basis for further research.

1.7   SCOPE OF THE STUDY

        The study on the assessment of sustainable development goals is limited to Offot ward 6 and Ikono ward 10, Nigeria.

1.8   LIMITATION OF THE STUDY

Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).

Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.

1.9   DEFINITION OF TERMS

Assessment     The act of judging or deciding the amount, value or importance of something or decision that is made.

Sustainable     Able to be maintained at a certain rate or level.

Development  The process of developing or being developed.

Goals       The object of a person's ambition or effort; an aim or desired result.
